I'd argue that attributes with the same name as the tag should be content in translation, so:
<message speaker="shadowm">NO!</message>

I left out any mention of translation on the assumption that all content text would be translated. Of course this makes a lot of WML attributes become tags, but that only emphasizes the difference between WML and XML.
